Ladies and Gentlemen:
Following is additional information on Course Fee Requests for FY2005-2006.
INCIDENTAL COURSE FEES
INSTRUCTIONS FOR COMPLETING REQUEST
Incidental Course Fees are charged by course and should be at a rate that
reflects the direct costs of materials and services specific for that
course. In order to determine that rates being charged to cover those costs
are adequate, the anticipated enrollment for each course must be anticipated
and compared to those costs.
To request assessment of a Course Fee, the attached financial analysis must
be prepared. If an expense applies to more than one course, allocate the
portion of the expense for this specific course, but explain the total
calculation and your method for allocation of the expense. The document
also includes a statement that there is not another fee already assessed to
recover the same costs.
The following guidelines should be used in preparing the justification
analysis for charging the Course Fee:
1. Consumable Supplies - all materials used by the student in
the classroom. Materials may include copying charges for syllabi, class
packets, diskettes, wood, clay, etc. Also includes teaching aids such as
videotapes, slides, transparencies, training manuals, etc.
2. Equipment - items that relate directly to student
participation in the classroom or lab. This should not include equipment for
which the student is being charged as a technology fee.
3. Software - this would include software that is used
specifically for this course and is specially designed for its application.
4. Laboratory Cost - course specific fees may cover additional
cost of laboratory operations for equipment. Laboratory courses are defined
as the laboratory portion (as opposed to the lecture portion) of courses
that require the student to register or enroll in a laboratory section. The
portion of the course fee that is used to justify a laboratory fee is not to
be considered in this request.
5. Travel - travel expenses for the supervision of students at
field-based
training facilities. Travel expenses of faculty to teach at
a location
other than their assigned locations
6. Other Cost - other costs not covered above should be
included in this analysis. Be specific regarding the item listed and how
the costs were determined for all costs listed.
7. Wages - employment of individuals for the preparation
of distribution
of classroom materials or to assist students in the
instructional
process. Wages may include payment of tutors for the labs,
graders
and lab assistants who assist in operations of a lab,
assistance in the
preparation and distribution of classroom materials, etc.
You must
specify the duties they will perform, cost per hour, number
of hours to
be used performing these duties.
The following are examples of costs, which should not be considered in
determining a Course Fee:
1. Any cost used to justify laboratory fee assessments.
2. Faculty salaries including graduate teaching assistants.
3. Faculty (to include Teaching Assistants)/ Staff professional
development activities including travel.
4. Computers equipment located inside or outside the classroom
or lab and their related maintenance. (These costs are funded with the
Technology Fee.)
5. Reference material used for the preparation of instruction.
6. Refreshments or entertainment.
7. Telephone charges (base cost and long distance).
Other cost to be excluded:
General Technology Cost
Laboratory Cost
Departmental Operating Cost
It may be that your department has a group of courses that require identical
student support. If this is the case, you may group the anticipated
enrollment and associated costs on one form. List each of these courses
along with estimated enrollment for each on the request form.
The Course Fee approach is founded on the premise that the most equitable
method of assessing fees to cover the allowable costs is on a
course-by-course approach.
