Another busy week at the Capital last week.  Both Chambers had significant movement on a number of bills.

Here are a list of bills that passed out of their first chamber last week:

HB 8: Relating to the administration, coordination, and support of public higher education, including the public junior college state finance program and a Financial Aid for Swift Transfer (FAST) program to enable certain students to enroll at no cost to the student in dual credit courses offered by certain public institutions of higher education.

HB15: Relating to the creation of the Mental Health and Brain Research Institute of Texas.

HB 567: Relating to discrimination on the basis of hair texture or protective hairstyle associated with race.

HB 1488: Relating to sickle cell disease health care improvement and the sickle cell task force.

HB 1590: Relating to the establishment of the Texas Leadership Scholars Program.

HB 2059: Relating to mental health first aid training provided by local mental health authorities and local behavioral health authorities.

HJR 135: Proposing a constitutional amendment providing for the establishment of the Mental Health and Brain Research Institute of Texas and establishing the Mental Health and Brain Institute Research Fund for the purposes of scientific research of all forms of mental health and human brain disease and disorders.

SB 16: Relating to the purpose of public institutions of higher education and a prohibition on compelling students enrolled at those institutions to adopt certain beliefs.

SB19: Relating to the administration and investment of, and distribution and use of money from, certain constitutional and statutory funds to support general academic teaching institutions in achieving national prominence as major research universities and driving the state economy; redesignating the national research university fund as the Texas University Fund.

SB 294: Relating to the use of epinephrine auto-injectors and medication designated for treatment of respiratory distress on public and private school campuses.

SB 902: Relating to the establishment of the Texas Leadership Scholars Program.

SB 1325: Relating to the notice given to certain victims of family violence, stalking, harassment, or terroristic threat.

SB 1429: Relating to the use of standardized examinations by a school of nursing or educational program.

SB 1509: Relating to the service retirement eligibility and benefits of certain members of the Employees Retirement System of Texas.

SB 1577: Relating to the Texas Real Estate Research Center, the Real Estate Research Advisory Committee, the Texas Real Estate Commission, and the Texas Appraiser Licensing and Certification Board; increasing a fee; authorizing a fee.

SB 1859: Relating to benefits and services for veterans and certain other related benefits.

SJR 5: Proposing a constitutional amendment relating to the Texas University Fund, which provides funding to certain institutions of higher education to achieve national prominence as major research universities and drive the state economy.

At the Federal Level:

The Department of Education has delayed the September 1, 2023 start date for the change in third-party service providers, no new date has been made.
