Beginning April 30, 2013, U.S. Customs and Border Protection (CBP)
implemented a paperless I-94 process for non-immigrants entering the
U.S. through air and sea port of entries. The implementation period for
this change was completed on May 21 for all air and sea port of entries
across the U.S.
What this means is that any non-immigrant entering the U.S. through an
air or sea port of entry will no longer be issued a paper copy I-94.
Instead, the non-immigrant will have an electronic I-94 record created
at www.cbp.gov/I94 <http://www.cbp.gov/I94> that they will be able to
access while they are in the U.S. Students are strongly encouraged to
access their record once they have entered the U.S., print a copy of
their I-94, and save a copy for their records. New international
students for the summer semester entering the U.S. will need to print a
copy of their I-94 for check-in.
Non-immigrants who enter the U.S. through land port of entries
(example...U.S. border with Canada/Mexico) will still receive a paper
copy I-94. Any student who receives a paper copy I-94 will follow the
normal process and surrender the paper copy I-94 the next time they
depart the U.S. Students who have an electronic I-94 record will not
need to submit anything when departing the U.S.
For more information you can review the attached FAQ or for more
information and a schedule for the implementation go to
http://www.cbp.gov/xp/cgov/travel/id_visa/i-94_instructions/i94_rollout.
xml. Students will be able to access their electronic I-94 record at
www.cbp.gov/I94 after they enter the U.S.
Also, CBP has indicated that port of entry officers will review F and J
visa documents more thoroughly when entering the U.S. This may include
students being referred to secondary inspection when entering the U.S.
for review of their SEVIS record. Students may be delayed up 3-4 hours
when entering the U.S. and you will need to be sure to allow plenty of
time in your travel itinerary for processing through port of entry.
Currently, port of entry officers at primary inspection do not have
access to SEVIS and only officers at secondary inspection have access to
SEVIS. CBP is developing a process to allow primary inspection officers
to have access to SEVIS so international students will not need to be
deferred to secondary inspection each time they enter the U.S. However,
this process may take a few weeks to a few months for CBP to complete.
