Call for Federal Initiatives
Please submit your proposal to the Office of Graduate Studies & Research by
Friday, September 19, 2005.
The format for developing the initiatives is similar to previous years and
now includes ten sections (see Chancellor's memo). Sections 1 through 10
must be completed on the attached Federal Initiative Form. Please note that
the form is two pages in length and allows limited number of characters for
each section.
You may submit additional project information using supplemental documents
or materials but in order to have an initiative submitted to Congress, the
Federal Initiative Form must be completed. Supplemental documents or
materials will be provided to Congressional offices or federal agencies to
further describe a project, but the completed Federal Initiative Form will
be the official federal initiatives request submitted to Congress.
Title
The title should be sufficiently descriptive and succinct to clearly
identify the initiative.
Description
Use one or two sentences to briefly summarize the initiative. The
description should be clear to a person who does not have specialized
knowledge in the particular technical, scientific or policy area.
Relevance and Background
Describe the need and scope of the initiative, and the anticipated results
and/or benefits. Indicate regional, national, or international impact and
why the initiative should fall under the responsibility of the federal
government and a particular agency from which funding will be sought.
Amount Requested
Include the amount requested from the federal government in FY 2007 only.
If it is a multi-year initiative, the overall budget request should be
listed in Budget/Cost section on page 2.
Insert in Page 2: The information on page two is not provided to
Congressional offices or federal agencies but is for
internal purposes.
Budget/Cost
Provide a detailed break-down (program, equipment, salaries, etc) of the
full cost of the project (for all years), including funding received from
non-federal sources.
Funding History
If requesting continuing funding, provide previous amounts, by fiscal year
(for at least the last three years).
Anticipated Non-Federal Resources
Provide the amount and source of any anticipated non-federal contribution
(including in-kind).
Agency/Agencies Targeted
List the Agency (e.g. Department of Education) and program office, if known
(e.g. Fund for the Improvement of Education) which will be targeted for
funding. Sometimes an initiative is suitable for funding from multiple
agencies. Our Washington, DC, office is available to assist in identifying
an appropriate agency.
Background and Contacts
List Members of Congress, staff, or individuals in federal agencies who have
been contacted, who have expressed interest, or who are in positions
relevant to the proposed initiative. In addition, especially for
continuing initiatives, provide a brief background or history that
summarizes the previous actions and the results. Also, as appropriate, list
other collaborating institutions or organizations (inside or outside the
System) and private sector supporters and indicate which entity has the lead
as well as any other relevant information. For those initiatives that are
collaborative within the System, coordinate the preparation of the
initiative with the other components.
Identify the program director(s)/principal investigator(s) at your
university, as well as the principal individuals from collaborating
organizations. List telephone, fax and cell phone numbers (if possible),
and e-mail address for each contact person. If appropriate, please include
web page addresses that provide additional relevant information about the
initiative.
The federal initiatives can focus in any area where your university has
special competence and expertise. Usually initiatives that coincide with
the strategic plans of federal agencies or directions of Congress have
higher probability of success. It is worthwhile to try to identify
beforehand how your initiative corresponds with federal priorities. In case
of requests for Congressional earmarks, we have also seen success with
projects that address a specific issue/problem in a member's district. The
process to obtain federal resources to build physical facilities is
especially lengthy and in recent years, Congress has funded fewer and fewer
bricks and mortar projects.
Project Activity
If requesting continuing funding for a project that has received earmarks in
the past, please describe project activity to date. Examples may include
contacts made with a community A; MOU signed with school district X; reached
### students; laboratory outfitted with new equipment, etc. If the project
has been previously funded, please briefly describe the results and
successes that have come from receiving the funds. If previously earmarked
funding is not yet received from the agency at the time of project
submission, indicate so and describe proposed plan of work.
