The competition for the Research Grant Matching Component of the Texas
Emerging Technology Fund has begun. Information concerning the grant
opportunity is below. The grant announcement was just received and the
turnaround time is very short. A&M-Commerce is limited to submitting one
proposal from our institution. Those interested should contact Dean Allan
Headley (903-886-5159) by Tuesday, December 13.

In addition to information available on the website
(http://www.governor.state.tx.us/divisions/ecodev/etf/rmg
<http://www.governor.state.tx.us/divisions/ecodev/etf/rmg> ) and to
emphasize certain points, each institution with staff interested in making
application for a research matching grant should note the following. All
applicants should read the legislation creating the ETF prior to completing
the forms to understand that moneys available for grants are to match
non-state funds to accelerate commercialization of science and technology
generated in institutions of higher education or other research entities.

These grants are to allow the state to leverage non-state research funds
that will contribute to the growth of our emerging technology economy.
Priority for these funds is to support emerging technology research and
development activities that are directed toward the creation of a product
capable of being commercialized. Preference will be given to research
activities that include higher education and other research institutions in
collaboration with private entities. Collaboration among multiple
universities and private entities is encouraged.

This is an opportunity to commercialize what you as a researcher are doing
in the laboratory. We are looking for interdisciplinary programs,
especially those involving schools of business and the private sector.
Research faculty are encouraged to look for business people to help
commercialize their work. Unfortunately there is a short turnaround time
for these initial Research Grant Matching proposals. The due date is
December 30, 2005. However, applications will be taken on a quarterly
basis, so additional time and opportunities are available beyond this first
round.

Also, because of the potential volume of requests and the time needed for
due diligence by the Emerging Technology Advisory Committee and others the
number of requests per institution will be limited to one for A&M-Commerce.
For purposes of this exercise all campuses of a community college district
are to be counted as one institution. All applications must be approved by
the head of the institution or that person's designee, e.g., vice presidents
for research at universities or provosts at community and technical
colleges.

All parameters of this component of the ETF will be evaluated for potential
modification after this first round of submissions, including establishing a
review process using the Regional Centers of Innovation and
Commercialization created under Subchapter D of ETF statute.
