TX-SPEED and TACRAO Listservs. Apologies to those on both.

Last year, the TACRAO Technology Committee was asked to provide a
SPEEDE Protocol for the drop count information required by SB1231.
Our recommendation, as explained in Appendix J of the 61 page pdf
posted on the TACRAO website (click on FORMS, and look under
DOCUMENTATION) consisted of a single RAP (Requirements, Attributes and
Proficiencies) segment in the header section of the electronic
transcript file, and carrying the drop count.

Now that schools are trying to implement, we have been asked to provide
methods for conveying information about exemption for the student
(based on enrollment prior to Fall 2007), as well as for possible lack
of
readiness on the part of the sending institution to report a drop
count. Under our revised proposal, schools would send one of the
following three segments:

RAP!9TX!SB1231!DROPCOUNT=nn!A| (where nn
would be a numeric value for the actual drop count)
OR RAP!9TX!SB1231!EXEMPT=X!A| (if the
student is exempt from SB1231)
OR RAP!9TX!SB1231!NOTREADY=N!A| (if the
institution is not ready to comply with SB1231 and report a count) - we
would not really expect this to be used.

This proposed convention has been reviewed by The Technology Committee
and discussed with Mike Allen and Dennis McMillan. It is now
forwarded to you for your comments. Unless a better solution is
proposed, we will post this revised protocol on the TACRAO
website.
We will also report on this in the SPEEDE Update session at TACRAO in
November.

Thanks.
