For TWU:

Any $1000 rebate goes to any unpaid balance first and then any difference is refunded to student. If there are any student loans during their time, the rebate is sent to the lender—not student. Financial Aid reviews for loans before we refund or cut a check to lender.

If you do take into account a balance, what typically is/are the source(s) of the balance?
