[Students] System Policy 02.01 Board of Regents

The Board of Regents recently approved the addition of Section 2 to System
Policy 02.01 Board of Regents.  This revised policy reflects a requirement
of a new Senate Bill (SB 511) requiring the Board to adopt a policy on
public testimony on agenda items at regular meetings of the Board.
