Navigating F and J Visa Uncertainty:
A Guide for Physics Faculty
With uncertainty around the federal duration of status rule potentially reshaping how F and J student visas work — and possibly throwing departments into enrollment and staffing turmoil — APS has engaged experts to develop resources to help you inform your students and respond to what may change.
To support the academic community, APS developed resources to help departments<https://info.aps.org/e/640833/-international-student-support/2w3mzk/1790736571/h/BE-W8d_e9o3xGQjwr0Tw4mjJVqO7CmNXZ9wnhPMcIw4> anticipate and respond to potential challenges. These resources include a white paper<https://info.aps.org/e/640833/ts-white-paper-visa-categories/2w3mzn/1790736571/h/BE-W8d_e9o3xGQjwr0Tw4mjJVqO7CmNXZ9wnhPMcIw4> (available now) and a practical Effective Practices for Physics Programs (EP3) toolkit (to be released after the rule change is made public) that address possible disruptions to academic programs, as well as impacts on recruiting, enrolling, and retaining international students.
We strongly encourage you to use this information to proactively communicate with your students, especially those with F and J visas, about the current situation and the necessary precautions they may need to take.
The white paper highlights key recommendations that are crucial for departments and programs to relay to students:
* Advise Against Voluntary Travel: Institutions should consider advising current international students against voluntary travel, given the uncertainty surrounding re-entry under potential rule changes.
* Promote Consistent Messaging: Work closely with your on-campus international student services office to align on and share transparent, consistent messaging with all current and prospective students, anchored to finalized rules as they emerge.
* Proactive Program Planning: As faculty, please engage in proactive planning for conducting research and supporting undergraduate education in scenarios where fewer international students may be available.
* Develop Clear Narratives: Develop clear departmental narratives, grounded in your specific priorities, that articulate context-specific approaches to responding to potential disruptions.

APS will keep the physics community informed as these resources evolve. We hope these materials help you to prepare proactively for what may lie ahead and enable you to support your students effectively during this challenging time.
Sincerely,
