Initial Feedback from MUSIC:

In item 2.5, the phrase “and are at will appointments” does not align with policy 12.99.99.R0.08 which states:
While the appointment and retention decisions for Department Head is vested in the Academic Dean with approval from the Provost and Vice President for Academic Affairs, and should consider the view of other stakeholders, the principle of shared governance in
the academy requires that the faculty of the departments in their college play an essential role in the selection of its college department heads

2.5 Administrative personnel, such as a Department Head, Academic Dean/Director of School, or the equivalent, who hold academic rank in addition to their administrative titles, retain their tenured status as faculty members, but administrative positions per
se are not subject to tenure and are at-will appointments.

This is not an “at-will appointment.”

Item 3.6: I recommend the use of the word “digital” instead of “virtual.” Same in item 5 .2

Since we’re moving to digital portfolios, I recommend, especially in item 6.1.3 that all verbiage about “presenting the portfolio” be updated to reflect the new digital process. For example, “the portfolio must be completed and the candidate will lose access
to the portfolio on or before the prescribed deadline..”

Item 6.1.9 is new. It will require the tenure/promotion committee to draft a letter justifying the vote. I will let the tenured faculty members weigh in on that.

Item 7.4.3 needs to be completed

Section 8 – verbiage needs to change to include new digital process. Also, this policy should prescribe when OAT will provide access to the D2L shells to the candidates and when the shells will close. I recommend this needs to be very clearly spelled out in
order to remove possible confusion.
Good afternoon, Carlos:

Overall this looks good.

Comments:

Suggest that some wording along the lines of “For three years prior to seeking promotion, the candidate should maintain a minimum average rating of “satisfactory” or above in research, teaching, and service activities, as assigned by the Department Head and
Dean. Any ratings below “at expectations” during that period must be thoroughly explained and satisfactorily justified by the Dean.

4.3.3.5 Three years is too short at associate professor before promotion to full professor. I think it should be five — four minimum — but to me 5 is appropriate.

6.1.3: I think it is excellent that the university will use external reviewers for all faculty promotions (as we have done in PHAS since before I got here). I suggest there should not be a range 5-10, as 5 is too small if the response rate is poor. I also think
it is useful if some of the reviewers are current or former collaborators - up to half, but this should be specified. “Personal relationship” is vague would not exclude a faculty member’s PhD advisor, for example.
I suggest “… will develop a list of 6-12 qualified external reviewers of the tenure and promotion portfolio External reviewers must be individuals who do not have a personal relationship with the candidate and are not employed by the university. Half of the
external reviewers should be individuals in the faculty member’s field of research or scholarship, but should not have collaborated with the faculty member more recently than 5 years previous. The other half may include current or recent collaborators. [something
like this, anyway]

6.1.8: I think it is good (probably) that “abstain” is no longer allowed.

7 - promotion to Full Professor: where is the language requiring letters from external reviewers??? This absolutely needs to be included for promotion to Full Professor. Much of the new detailed language that is in section 6 should also be in section 7.

In my opinion, it would be appropriate to have in there that a candidate wanting promotion to full professor should have a national and international reputation, and that for some faculty members, associate professor may be the appropriate rank for the duration
of their careers (e.g., if they do good work in the classroom but are only publishing minimally and not getting cited).

That’s all that I saw - the most important omission in the current document to me is that we’re not requiring external letters for promotion to Full Professor.

Thanks,
Matt
