[NewIntlStudents] Instructions for registering for classes and paying fees

The ISSO has created handouts on our website to provide step by step
instructions for registering for your classes through your myLEO as well
as paying your tuition and fees by credit card through myLEO, setting up
installment plans, and reviewing your tuition and fee bill through
