I second the motion for a 7 member committee. (Should have read all of my emails before I made a motion)

Greetings:

I am writing to request motions on creating the permanent form of the CoSEA T&P Committee. Any motion sent to the group will have to have a second from the group. As you recall, the discussion has centered around five-member vs seven-members. I’m sure our mathematically-inclined colleagues may have a different take on the analysis below. Motions are not restricted to these options.

Here is our status as of the current 2012-2013 academic year (FY13), sorted by department:

AGRI - Williams - 3rd year

CSCI - Saffer - 3rd year

PHYS - Rogers - 3rd year

MATH - Sirakov - 2nd year

ALTERNATE: BESC - Kopachena - 2nd year

In the tables below, 1, 2, and 3 refer to the term of each position. So 1 = 1st year, 2nd year, etc.

If we go with a five member committee:

NAME FY13 FY14 FY15 FY16 FY17

Saffer (CSCI) 3 1 2 3 1

Williams (ARGI) 3 1 2 3 1

Rogers (PHYS) 3 1 2 3 1

Sirakov (MATH) 2 3 1 2 3

New Member* 1 2 3 1 2

The questions here would be:

(a) Do we elect a new member at large or from an unrepresented department? Or,

(b) Do we vote to move our existing alternate (Kopachena)* into the open slot as 1 1st or 2nd year member?

(c) Would you like to restrict the home departments of the five members? (e.g. “No more than one per department, two per department, etc.)?

(d) Or do you prefer five “at-large” members without regard to home department?

If we go with a seven member committee w/one from each department:

NAME FY13 FY14 FY15 FY16 FY17

Saffer (CSCI) 3 1 2 3 1

Williams (ARGI) 3 1 2 3 1

Rogers (PHYS) 3 1 2 3 1

Sirakov (MATH) 2 3 1 2 3

New Member (BESC) 1 2 3 1 2

New Member (CHEM) 1 2 3 1 2

New Member (ENGR) 1 2 3 1 2

If we go with this department-based representation, we still have question (b) from above.

= = = = = SUMMARY = = = = =

The five year option has us rotating 3 of the 5 members every 3 years leaving only two experienced members at the start of every 3rd year + one person rotations during each of the other two years leaving 4 experienced members.

The seven year option has us rotating 3 of 7 members every 3 years leaving four experienced members each time + MATH fills the ad-hoc term period created by having 7 members with 3 year terms.

Both will have to have two alternates (bee TAMUC Procedure below). One alternate (Kopachena) already exists and is in year 2 of that alternate status. Given the topology of this situation I am assuming the alternates would have to be “at large”.

= = = = = CLOSE SUMMARY = = = = =

In the interest of moving this along, I will entertain motions to the group until 5 PM on Wednesday. We’ll have a college-wide vote of the Tenured/Tenure-Track faculty on Thursday.

-Grady

Recall for reference the TAMUC Procedure which must be observed:

1) Each college will have a Tenure and Promotion Advisory Committee.

2) Members will be elected by a vote of tenured and tenure-track faculty in

each college for a three year staggered term.

3) Only full-time tenured faculty, holding the rank of associate professor or above, are eligible to serve.

4) Not eligible are department heads, assistant deans, and deans.

5) Each college may have up to but no more than seven members.

6) Membership to the Tenure and Promotion Advisory Committee will be determined by policy set by each College. (?? whatever this means)

7) In addition, each college will elect two alternates.

8) No faculty member who is being considered for promotion in rank shall, at that time,

be eligible to serve on the College Promotion and Tenure Advisory Committee.

9) Members will be elected at-large from their respective colleges, except that

no department shall have more than one representative on the committee at

any time.

10) If a candidate is being considered for tenure and/or promotion

whose department has no representative on the committee, the department

head, in consultation with the candidate, will appoint a nonvoting

representative to the committee from the candidate’s department. If no one

in the department meets the criteria for appointment, the selection will be

made from qualified faculty members within the college.

11) A member of the College Tenure and Promotion Advisory Committee is

eligible to serve no more than two consecutive three-year terms.

If I might make a suggestion for a transition period:

PLAN A

Year 2011: Already past with 4 members: A(year1) B(year1) C(year1) D(year1)

Year 2012: Eelect 2 more member and 2 alternates:

    6 members: A(year2) B(year2) C(year2) D(year2) E(year1) F(year1)

Year 2013: Eelect 1 more member and alternates as needed:

    7 members: A(year3) B(year3) C(year3) D(year3) E(year2) F(year2) G(year1)

Year 2014: Eelect 2 more members and go down to 5 members:

    5 members: E(year3) F(year3) G(year2) H(year1) I(year1)

Year 2015: Eelect 2 more member and alternates as needed:

    5 members: G(year3) H(year2) I(year2) J(year1) K(year1)

Stay at 5 members and loose no more than 2 experienced (3 year) members each year.

PLAN B

Year 2011: Already past with 4 members: A(year1) B(year1) C(year1) D(year1)

Year 2012: Elect 1 more member and 2 alternates: Limit a current member to 2 years only.

    5 members: A(year2) B(year2) C(year2) D(year2) E(year1)

Year 2013: Elect 1 more member and alternates as needed: Extend A to 4 years.

    5 members: B(year3) C(year3) D(year3) E(year2) F(year1)

Year 2014: Elect 2 more members and alternates as needed:

    5 members: A(year4) E(year3) F(year2) G(year1) H(year1)

Year 2015: Elect 2 more members and alternates as needed:

    5 members: F(year3) G(year2) H(year2) I(year1) J(year1)

Year 2016: Elect 1 more members and alternates as needed:

    5 members: G(year3) H(year3) I(year2) J(year2) K(year1)

This will get you back to a 3 year membership electing 1 or 2 new members each year and at least 2 members will have 3 years of experience.

Thanks mucho Sam.

The problem I am detecting is that we have only been a college for 1 year!

The term is for 3 years, so anyone who has been there for 3 years will be rotating off. Let me check my old emails and try to determine the time line.

Hi Sam:

Do you recall the procedures on terms and elections for the P&T committee? Do we have anyone rotating off who needs to be replaced?

Thanks a bunch, Grady
